Level 1: Limited Learner Permit

Summary: Supervised driving only
Requirements:
Age: 15–17
Driver Education Certificate (Form 452)
Driving Eligibility Certificate
Pass: Written, Sign, and Vision Tests
Supervising driver required at all times
Driving restricted to 5 a.m.–9 p.m. for first 6 months
No mobile device use
Level 2: Limited Provisional License
Cost: $21.50
Summary: Some unsupervised driving allowed
Requirements:
Age: 16–17
Held Level 1 permit for at least 6 months
(Effective Jan. 1, 2024: 9 months required)No convictions (moving violations, seatbelt, or phone use) in past 6 months
Completed 60 hours of driving (with printed log)
Pass Road Test
Provide your own vehicle:
Valid vehicle registration
Vehicle must pass pre-trip inspection
Proof of liability insurance (printed copy, in teen driver’s name)
Driving Restrictions:
Unsupervised driving: 5 a.m. – 9 p.m.
or to/from work, school, or emergency serviceAfter 9 p.m.: Supervising driver required
Passenger rule:
One passenger under 21 from outside household, only to/from school
One under-21 household member allowed
No mobile device use
Level 3: Full Provisional License
Cost: $5.50 per year
Summary: Full unsupervised driving privileges
Requirements:
Age: 16–17
Held Level 2 license for at least 6 months
No violations in past 6 months (moving, seatbelt, phone use)
Logged 12 additional hours of driving
No mobile device use
Upgrading to Full Class C License
At age 18, students can upgrade their Level 3 license to a Class C driver license
